"The ground of the main field is woven with blue; the design, which is woven with yellow and browns, consists of clubs arranged to form a diamond lattice enclosing Fleur-de-lis surmounted crowns. There is a border along the top, and on two sides. The ground of the border is cream color, the design, lilies with crossed wands and sceptres and the letter L surmounted by a crown. Except for green leaves, yellows and browns are the colors used in the border. In the center, at the top - a crown sumounts two shields, one with the fleur-de-lis of France, one with the arms of Navarre, Croix, Sautoir et Orle de deux pieces de chaisnes d'or en champ de gueles.
